How many state departments have a published DPDP Act position?
Every department processing citizen data is a Data Fiduciary under the 2023 Act. We have not found a published count of how many have said so, or what they have said.

Why do municipal revenue pilots stall after year two?
Pilots go live and are reported as successes, then stop expanding. We want to document why.

What breaks in treasury integration?
Almost every departmental system has to reconcile to treasury. We have not found the common failure modes written up.

How accessible are state citizen-service portals, measured?
GIGW 3.0 and WCAG 2.1 AA are the stated standard. A measured audit across a sample of state portals would establish the real baseline.
