The situation

Government forms were long and hard to review by hand.
Many documents were scanned PDFs with poor text quality.

What this means for an Indian department

Scanned registers in inconsistent formats are the normal starting condition for an Indian digitisation scope, and clause-by-clause compliance review is what a GFR or CVC-scrutinised bid requires. The transferable capability is structured extraction from poor-quality government paper.
